Oversight Responsibilities
Please find
attached a draft of information for the CCAC meeting on January 10,
2006. Following a meeting with Superintendent Yolanda Chapa, Board
President Javier Farias, Board Member Richard Moore and Administrative
Assistant to the Superintendent Clyde Lyons the information concerning
the CCAC’s oversight responsibilities was derived. The text that
follows is verbatim from the Resolution adopted and signed by the Board
of Trustees in conjunction with the May bond election.
The Board of Trustees and Superintendent of the McAllen
ISD pledge to the voters of McAllen that so long as bond proceeds
authorized at the May 7, 2005 election are being expended, the Board and
the Superintendent shall continue to be advised by the CCAC for all
remaining projects or modifications to the project list. Furthermore, the CCAC shall have input into all construction and
renovation decisions before Board action.
The Board of Trustees and Superintendent of the McAllen
ISD pledge that the District's Administration shall regularly make
public reports to the Board and to the CCAC regarding the status of all bond funded projects and of the expenditure, investment,
and remaining balances of all bond proceeds.
On review of the above language it is clear
that the CCAC must have input into all construction and renovation
decisions before Board action. To accomplish this, the oversight
responsibilities of the CCAC Committee are as follows:
- Establish a regular
schedule for meetings for the first Tuesday of each month at 5:30 p.m.
at the Lamar Staff Development Building (if available). The schedule
may be modified as a result of any regular Board meeting being
scheduled on a different date or a different location.
- Committee members
will be notified by email or fax of CCAC meetings, Board meetings or
other committee meetings that are related to the bond program.
- CCAC meetings will
be posted three days prior to the scheduled meeting.
- For the monthly
meeting, Jacobs will present a monthly progress report for the bond
projects that will be presented at the next school board meeting.
- The monthly progress
report will include the status of all bond funded projects and of the
expenditure, investment, and remaining balances and variances of all
bond proceeds.
- The committee will
provide input to the information presented by Jacobs and this will be
made a part of the monthly report.
- Committee will
provide a written report by 1:00 P.M. by Wednesday prior to the
scheduled Board meeting to be included as part of Jacobs monthly
report to the Board.
- If the committee
wants to present to the Board, the chairman of the CCAC will need to
notify the Superintendent in writing by 1:00 P.M. the Wednesday before
the scheduled Board meeting.
