Houstonville's Public Utilities group is run by fourth graders. Here the students learn all about the importance of public utilities. The students send a bill to all other students to pay for their water and electric bill. The students then pay this amount with Cougar Cash. The students are charged on a monthly basis, just as we all are in the "real" world. All students learn responsibility by saving their money for these bills. They realize how necessary it is to save and pay these bills on time in order to run a city such as Houstonville.
