Mr. Nemfakos was born in Athens, Greece on October 21, 1942, and spent most of his youth in the Rio Grande Valley in the great state of Texas where he graduated from the McAllen High School in 1960 and then from the Pan American University in Edinburg, Texas in 1964 with a Bachelor of Arts Degree in History. He attended George Washington University Law School and subsequently entered the Federal Service as a Management Intern in the spring of 1966 with the Department of the Navy. After a year as Management Intern with rotational assignments throughout the Department of the Navy, the then Bureau of the Budget and Congressional offices, assumed responsibilities as a budget analyst in the Naval Ordnance Systems Command. After varied budget experience in the Naval Material Command community, he became a senior budget analyst within the Office of the Assistant Secretary of Defense (Comptroller) in August 1973 with varied responsibilities, including DOD Test and Evaluation activities, procurement of all DOD communication and electronic equipment, and naval weapons. He was selected to the position of Director for Budget Policy in the Office of the Comptroller of the Navy in August of 1975 and was responsible for the policy and procedures to be pursued in the budget process. In August 1976, he assumed the position of Associate Director, Budget and Reports in the Office of the Comptroller of the Navy responsible for formulation, presentation, and execution of the Department of the Navy budget. In January 1994, he assumed the position of Deputy Assistant Secretary of the Navy in the Office of the Assistant Secretary of the Navy (Installations and Environment). In that capacity, he was responsible for force basing and infrastructure requirements analysis and policy determinations with primary responsibility for the Department’s base closures.
In August 1995, upon completion of base closure activities, Mr. Nemfakos was designated as the Deputy Under Secretary of the Navy with broad responsibilities in providing executive level continuity for the Department in areas of institutional management and strategic planning and in supporting the Secretary and Under Secretary in achieving changes to various general management processes of the Department, particularly those dealing with privatization, incentives, and further right-sizing. In addition to these responsibilities, in October 1998, the Secretary of the Navy designated Mr. Nemfakos as the Department’s Senior Civilian Official for the Office of the Assistant Secretary of the Navy for Financial Management and Comptroller (ASN (FM&C)) to exercise the authorities and perform the duties of that Office.
Mr. Nemfakos is an active member of the Federal Executive Institute Alumni Association, the American Society of Military Comptrollers, and the American Association for Budget and Program Analysis and has lectured at the Naval Postgraduate School on Public Policy in Resource Allocation, and at Georgetown University on National Security Issues. Mr. Nemfakos has been recognized by Who’s Who in America and Who’s Who in the World. He is also involved in a variety of civic youth activities.
During his service with the Federal Government, Mr. Nemfakos has earned a Master of Arts Degree in Government from Georgetown University and has been the recipient of the Department of the Navy Superior Civilian Service Medal, three Department of the Navy Distinguished Civilian Service Medals, the Department of Defense Distinguished Civilian Service Medal, and the Department of the Navy Distinguished Public Service Medal, as well as numerous other awards and citations. In addition, Mr. Nemfakos has been recognized twice by the President of the United States with the Presidential Rank Award of Meritorious Civilian Executive, and twice by the President of the United States with the Presidential Rank Award of Distinguished Civilian Executive. Mr. Nemfakos was selected by the American University to receive the Roger W. Jones Award for Executive Leadership for 2000.
Mr. Nemfakos is married to the former Pamela Durrant. He has two children from a previous marriage, a married daughter, Mirka, and a son, Chuck, a student at Montana State University, and recently he became the proud father of a daughter, Alexandra.
